In his 30 year career, Gareth has lead numerous FRS projects involving design and procurement of specialist vehicles and equipment to ensure the Operational Response in areas such as Heavy Rescue, Road Traffic Collision and New Vehicle Technologies met the Strategic Objectives.

Having the correct appliances and equipment is only half of the battle. These appliances need to be Strategically placed in the correct areas to be able to provide Operational cover to all areas of your Service. But the Mobilisation Strategy is not just about where the appliances are based, it also needs to be included in your Service's Mobilisation Policy, your Control rooms Action Plans and questioning sets for callers.
Gareth Lloyd Technical Rescue Ltd will assist you to ensure that the correct information is being obtained right from the point of call all the way through to the ensuring the correct appliances arrive at the incident in a timely manner. Gareth will also assist with creating a 'back-up' strategy for when appliances and equipment are off the run due to training commitments, vehicle inspections or other unforeseen circumstances.

Gareth Lloyd Technical Rescue Ltd will assist with building these relationships to help ensure that the correct information is being passed at the appropriate time to the right people. This process will help bring incidents to a swift and safe resolution.
This can be achieved in a number of different ways, from informal familiarisation right through to the creation of Memorandums of Understanding (MOU’s) to ensure any support requested from external partners meets the operational requirements of the incident type. These documents may or may not involve third parties such as the Police, Highways, Recovery Companies, Crane Operators and Automotive organisations.
Heavy Rescue incidents can be some of the most challenging incidents an emergency responder can attend. The ability to share and talk through tactics and options from the incident scene can be very helpful to an Incident Commander.
Gareth Lloyd is the lead in the UK Fire and Rescue Service for Heavy Rescue and has just retired after 30 years’ service within Avon Fire and Rescue Service. In that 30-year career, Gareth has attended a large number of serious Heavy Rescue Incidents, some that have been reported on Nationally, as either the Incident Commander or as a Tactical Advisor. Gareth also provided vital communications with between the Control room and external agencies to ensure that the correct supporting response was mobilised.
Gareth is also the Assistance Director of Education within the United Kingdom Rescue Organisation (UKRO) and has assisted the National Fire Chiefs Council (NFCC) with writing the Heavy Rescue National Operational Guidance.
